A Certificate of Appropriateness (COA) proposing demolition of a property at 36 East 3rd Street has been submitted to the City of Jacksonville's Historic Preservation Commission (HPC) by the property owner for review. Each COA is examined on a case by case basis by both HPC and SPAR Council's Design Review Committee.
Prior to and concurrent with HPC’s review, our Design Review Committee (DRC) is involved at the neighborhood level. The Committee works as quickly as possible to gather all of the facts necessary to develop an informed opinion about the application. Often there is a limited amount of time between receipt of the application, development of the agenda, posting of the public notification on the property, and the Commission meeting. The DRC carefully considers each item and its effect on the Springfield Historic District before making a recommendation. DRC’s procedures, including review of the application and related historic records, discussion with HPC Staff, and, as needed, visits to the property in question ensure a fair and thorough process. In addition, Committee members also attend the monthly public HPC hearings where the recommendations, if any, are expressed to HPC, who have the final decision to approve, approve with conditions, or deny COA proposals.
The COA regarding 36 East 3rd Street will follow this same process, and we encourage those interested to attend the public HPC hearing on Wednesday, May 27th at 3:00pm.
