CALL TO ORDER:
The meeting was called to order by President Michelle Tappouni at 6:10 pm.

BOYS AND GIRLS CLUB CENTER PROJECT PRESENTATION
313 E. 10th Street – presented plans for new Teen Center facility, 2.5 million dollar project
Facilities and Training and Certification Programs, bike shop, police substation, culinary training, living wage training,
drone program, recording studio, cosmetology, and rock climbing wall.

RECOMMENDATIONS TO BOARD FROM EXECUTIVE COMMITTEE
 Contract with IT Company
o Quotes pending for all‐in‐one service provider, contract at hourly rate
o Scope of services discussed: Website, Computers, Recommendations on hardware, software and
cloud storage
o Recommendation: To compile list of actions IT person can handle, seek bids
o MOTION to accept recommendation, PASEED
 Discussion of landscape proposal
o Despite initial weather setbacks, Ellen will still organize the clean up

COMMITTEE REPORTS
 Block Captains – Hoff/Hollinghead
o Next clean up – Hogan’s Creek March 19, 2016
 Need more kayaks, nets, and a budget
 SPAR Building Management ‐ Tappouni
o PropVoice, Inc. (Shannon) will complete collecting rent on behalf of SPAR through March 31, 2016
o Southern Sites – lease ending soon, Terrawise considering rental of corner office
o Building Committee to formalize process for building management
 Communication – Hoff
 Design Review Committee ‐ Tappouni
o It is the policy of SPAR that all committee members must be SPAR members
o 4th Street fixes and brick re‐paving, other opportunities exist in the neighborhood
 Development ‐ Messer
o March 11, 2016 – SW Quadrant wine and cheese social at Michelle Tappouni’s house
o $100 Budgeted for the event

o Reviewing Bylaws changes:
 Minimum operating account amount
 Appointments to the Board for replacements only
 Minimum of 24 hours notice to call a specialized meeting

o UF Health final stage, awaiting PRI pricing on banners and installation

o SPAR to schedule meeting with Public Works Director, approach Councilman on lowering speed limit

o OGC has met with SPAR Reps, need Councilperson sponsor

o Continue to build a good cooperative relationship
o Waterworks testing facility tour possibly in future
